What is the difference between a suspect and an accused?

A suspect is a person whom the prosecutor has reasonable grounds to believe committed a crime within the jurisdiction of the tribunal.

An accused is a person who has been formally charged by the prosecutor with a crime within the jurisdiction of the tribunal. This means that the indictment has been confirmed by the pre-trial judge in accordance with Article 18(1) of the statute and rule 68(I)(iii) of the Rules of Procedure and Evidence.
