Launches Secure Webpage for those Offering Information
Leidschendam, 24 June 2009: The Office of the Prosecutor (OTP) of the Special Tribunal for Lebanon announces that it has created and activated a secure webpage now available for public use. The webpage is available in the three official languages of the Tribunal, i.e. Arabic, English and French.
This web page was designed specifically for individuals who have valuable information for the investigation but have no secure and confidential means to contact the Investigation Division of the Office of the Prosecutor.
There are two options for submitting information through the STL secure server.
Option One: Direct Access to the Encrypted Page

2 Select the language of choice from the top right hand side of the page.

3 Once the page appears in the user’s language, complete the form as indicated, including the information to submit. (See illustration 3)
4 To submit the form and information contained therein, enter the captcha word(s) and/or numbers that appear shown in the box at the bottom of the page (see illustration 4).

5 Click “Submit” (See illustration 5)

Option Two: Access to the Secure Webpage through Main STL Website
6 This method is for the user to access the secure webpage by accessing first the main STL website at http://www.stl-tls.org (See Illustration 6)

7 From this main page, select the language of choice to open the main STL page.
8 On the left hand side of this page click “Report information“(See illustration 7)
9 Once the secure page appears, proceed with steps 3, 4 and 5 indicated in option one above.
PLEASE NOTE:
The webpage is an investigative practice and tool used in many parts of the world to facilitate access to investigators by potential witnesses.
When creating the webpage, the appropriate security precautions were taken into consideration and implemented in order to protect the identity of anyone who might use this particular means of communication.
When a user submits information, an encrypted message is sent to the OTP Investigation Division of the Special Tribunal for Lebanon. All information will be assessed, thoroughly analyzed, and finally utilized in the investigation as deemed necessary.
The log-in time expires in ten minutes after opening the webpage if the user does not make any text entry for the whole 10 minutes. The log-in time is reset automatically to 10 minutes every time new text is input. If no new text is input for more than ten minutes, and the already input text is not submitted, then the page will self-erase. Users have also the option of typing their text in a separate document (Word format for instance) and then copy and paste the text into the text box.
