Prosecutor - Norman Farrell

Prosecutor-Norman-FarrellNorman Farrell has extensive experience in leading and managing large scale criminal prosecutions. His expertise is in international humanitarian and criminal law as well as war crimes trials.

Prior to his appointment as STL Prosecutor, Mr Farrell was the Deputy Prosecutor since 2008 at the International Criminal Tribunal for the former Yugoslavia (ICTY), the court prosecuting violations of humanitarian law in the former Yugoslavia.

He was also the Head of the Appeals Section and a Senior Appeals Counsel from 2002 – 2003 at the International Criminal Tribunal for Rwanda (ICTR), which is prosecuting individuals responsible for genocide and violations of humanitarian law in Rwanda. He held the same post at the ICTY from 2002 – 2005, and previously was Appeals Counsel from 1999-2002. After being the Head of the Appeals Section he was appointed Principal Legal Officer at the Office of the Prosecutor from 2005 to 2008.

He worked for three and a half years at the International Committee for the Red Cross (ICRC) and advised the organization on international humanitarian law and criminal law.

Before his involvement in international law, Mr Farrell prosecuted cases in Canada and argued cases before the Ontario Court of Appeal and the Supreme Court of Canada.

He has a Master of Laws specializing in International Law from Columbia University in New York, and was admitted to the Law Society of Upper Canada, Ontario in 1988. He also has a Bachelor degree in Laws as well as Arts from Queens University in Canada.

Mr Farrell lectured on international criminal law at Queens University from 2004 to 2011. He also lectured and trained judges of the Indonesian Supreme Court in international humanitarian law, judges at the Special Court for Sierra Leone in the law and procedure of international tribunals, and members of the Co-Prosecutor's office at the Extraordinary Chamber in the Courts of Cambodia (ECCC).
